The Kaduna state house of assembly has transmitted a letter to the state’s ministry of finance, demanding details of financial transactions in the eight years the state was governed by Nasir El-rufai. The state assembly wants a detail of every transaction carried out by the administration between 2015 and 2023.

This, they say, is in connection with the state assembly’s probe of all finances, loans and contract projects awarded under the El-rufai administration.

“The Kaduna State House of Assembly at its 150th sitting on Tuesday, April 16, 2024, resolved and constituted an ad-hoc committee to investigate loans, financial transactions, contractual liabilities and other related matters of the Government of Kaduna state from 29th May, 2015 to 29th May, 2023,” the assembly wrote.

The assembly demands, among other things, the following documents;

  • Total loans: Details from May 2015 to May 2023 including approvals by the Kaduna State House of Assembly, accounts into which the loans were lodged, and drawn as recorded by the project finance management unit and debt management office.
  • Executive minutes and resolutions; relevant state executive council minutes of meetings, council’s extracts and resolutions regarding the loans.
  • Contractual payments: records of payments and outstanding liabilities to contractors for the period from May 2015 to May 2023.
  • Salary reports: reports of salaries paid to staff from 2016 t0 2022, v. Kadris reports: Dloyd reports on Kadris from 2015 to 2023 and loan terms and conditions: details on the terms, purpose and conditions of those loans.
  • The probe by the state assembly comes weeks after the incumbent governor of the state, Senator Uba Sani, lamented that the El-rufai administration left him a huge debt profile.

Sani, who spoke during a town hall meeting in Kaduna, said he inherited a lean treasury, adding that he could not pay workers’ salaries.

The revelation by Sani generated reactions from several quarters, including El-rufai’s son, Bashir, who took to his social media handle to accused his father’s successor of shying away from his responsibility.

Last Tuesday, at plenary, the state house of assembly resolved to probe El-rufai’s administration and therefore set up a fact-finding committee.
